近几年来,报刊不时有要求改革现行退休年龄规定的消息,有的要求男女退休年龄应该一样,有的发表延长退休年龄的意见,也有的提出退休年龄应该提前……各种意见都有比较充分的理论与实践依据,都具一定的说服力。国家至今尚未对国发(1978)104号文件规定的退休年龄进行改革,因为我国人多地广,各地、各行业、各类劳动者群体情况又存在差异,国家要出台全国统一退休年龄改革方案实在是太难了。但是,随着时间的推移和国家各方面的深化改革,要求改革沿用了几十年的退休年龄的呼声将会越来越高。笔者对此谈点个人粗浅之见,供参考。首先,国家改革退休年龄应从机关、事业、企业、社会团体等各个方面通盘考虑,不宜仅单一地改革局部劳动者群体的退休年龄。实践已表明,只出台某方面劳动者群体较为宽松的退休年龄(或工龄)规定,容易引发其他劳动者群体的不满情绪,既不利于社会稳定,也是与国家养老保险制度应遵循“效率优先、兼顾公平”原则不十分吻合的。其次,改革退休年龄应坚持维护各类劳动者
