“三基”建设从某种意义上来讲,也可以说成是劳动保障开始下放到基层。过去,劳动保障的服务对象仅仅局限在城市企业,而现在则要绵延到整个社会。随着服务对象和范围的进一步扩大,从城市的社区到一个个的村庄,平台开始搭建。这也是一种由单位、个人到社会化的转变。当在社区服务平台的构建、细化资金等问题上做出一些成效之后,便开始了全面地开铺。
In a sense, the construction of the “three bases” can also be described as the beginning of decentralization of labor security to the grassroots. In the past, the object of labor security service was limited to urban enterprises, but now it has to extend to the entire community. With the service object and the scope of further expansion, from the city community to a village, the platform began to build. This is also a change from unit and individual to socialization. After making some achievements in the construction of the community service platform and refining the funds, it started a full-scale development.
