一、问题的提出我国在经历了1989年以来的市场疲软之后,现在急于摆脱市场疲软的困扰和寻求经济增长的愿望比过去任何时候都要强烈(这不仅表现在为启动经济所采取的措施多样方面,而且表现在措施的强硬和措施变动的频繁上)。这种愿望的强烈不仅仅来源于我国的经济不能长期经受停滞和滑坡的考验,而且来源于我们启动经济的措施具有和过去完全不同的效果。强烈的愿望伴随着启动的效果欠佳不能不使我们来重新思索这两个方面的问题:一是启动措施的完备性和有效性,二是我们所面临的经济环境有何重大改变?
