近年来外商在华区域分布变化明显,其中“北上”的趋势明显,“西进”的规模较小。我国外资区域间转移与传统意义上的转移投资存在很大差别。在北部沿海地区和中西部一些条件好的中心城市,完全具备大规模吸收外资的条件,有望形成新的开放型经济带。应根据我国经济发展需要,加大对外资的政策引导和扶持力度,推动外商投资加快梯度转移。区域间转移“北上”的主要特征外商在中部和北部地区投资的比重明显上升自20世纪90年代以来,沿海地区的外资出现了由南部沿海地区逐步向中部和北部沿海地区转移和扩散的趋势。中部沿海地区(包括上海、江苏和浙江3个省市)实际吸收外资占全国的比重,由19831990年间的13.3%提高到1991-1999年的24.2%,2002年为30.4%;北部沿海地区(包括辽宁、河北、北京、天津和山东5个省
