近日,记者怀着钦佩之意,慕名来到了常德市非税收入征收管理局。常德市非税收入征收管理局抓住《湖南省非税收入管理条例》颁布出台的契机,以再塑方圆的勇气,大力推进非税收入征管体制改革,经过两年的努力,全市上下树立了非税收入新理念,推行了征收管理新模式,实现了非税收入增长与优化经济环境互促并进的格局。2006年3月,市非税局获得全省非税收入管理工作先进单位殊荣,有3个区县(市)荣获全省非税改革先进县称号。其主要经验是:
