从“管理”走向“治理”是构建现代职教体系和激发职业教育办学活力的应然价值选择。依据利益相关者的理论分析框架,当前可以构建政府、市场、行业、职业学校等治理主体共同参与的“政府引导、市场主导、行业指导、学校自主”的多元网状治理结构。为确保此结构良性运转,需要建立健全多元协商的决策机制、多措并举的监督机制和公平规范的激励机制。
From “Management ” to “Governance ” is an appropriate choice of value in constructing a modern vocational education system and stimulating the vitality of vocational education. According to the theoretical analysis framework of stakeholders, we can now construct a multi-layered reticular governance structure such as “government guidance, market leadership, industry guidance and school independence”, in which government, market, industry and vocational schools are all involved. To ensure the sound operation of this structure, we need to establish and improve a multi-consultation decision-making mechanism, a multi-measure monitoring mechanism and a fair and standard incentive mechanism.
