1982年2月6日,国务院颁布了《锅炉压力容器安全监察暂行条例》。首次以法律规范形式确立了劳动部门锅炉压力容器安全机构的地位、设置原则、领导体制和任务程序。明确规定其代表国家实行专业安全监察的内容、职责和权限。实行国家安全监察,这是我国锅炉压力容器安全工作从此走上法制轨道的重大突破。十年过去了。我时常不断地思索:我们和世界先进国家一样,对这批特种设备实行了国家安全监察。但,什么才是我们自己应有的特色呢?每当想起我们第一次向大连发电总厂签发“锅炉压力容器安全监察意见通知书”和协助大连油漆厂抡险护炉的情景,总免不了有一番追忆和感叹!
February 6, 1982, the State Council promulgated the “Provisional Regulations on the Safety Supervision of Boiler and Pressure Vessels.” For the first time in the form of legal norms to establish the position of the labor department boiler pressure vessel safety agencies, setting principles, leadership and mission procedures. From time to time, I constantly ponder: Like the advanced countries in the world, we have implemented state safety inspections on these special equipment. However, what is our own characteristics? Whenever we think of the first time we issued to the Dalian Power Plant “Boiler and Pressure Vessel Safety Supervision Opinion ” and to assist the Dalian paint factory risk protection stove situation, Always inevitably have some recall and sigh!
