实行村务公开和民主管理，是实践“三个代表”重要思想，维护农民群众根本利益的具体体现；是完善村民自治，发展社会主义民主的重要内容；是顺利推进农村改革和发展，加快农村全面建设小康社会进程的必然要求；是促进农村党风廉政建设，密切党群干群关系的有效途径。这里，我们介绍随州、谷城、远安等地推行村务公开、实行民主管理的作法和经验。希望对全省各地全面推进这项工作有所帮助。
The implementation of the openness and democratic management of village affairs is a concrete manifestation of practicing the important thinking of the ’Three Represents’ and safeguarding the fundamental interests of the peasant masses. It is an important part of perfecting the autonomy of villagers and developing socialist democracy. It is the smooth implementation of rural reform and development and the acceleration of rural areas It is an inevitable requirement for the process of building a moderately prosperous society in all aspects. It is also an effective way to promote the construction of a clean government in the rural areas and the close relationship between the party and the masses. Here, we introduce the practices and experiences of promoting open village affairs and implementing democratic management in Suizhou, Gucheng and Yuan’an. I hope it will be helpful to promote this work all over the province.
