我国区街工业是一种独特的经济成份,它既不同于国有大中型企业,又不同于乡镇企业。相对前者来说,它们具有机制灵活的特点;相对后者来说,它们处于大中城市,在获取信息、技术及人才方面,更为便当。因此,不能把区街工业企业仅看成是“拾遗补缺”,可有可无的,或某个经济成份及部门的附属物,而应支持和帮助它们,放手让它们驰骋于市场竞争之中,使它们发展成城市经济中的新的生长点。
China’s district street industry is a unique economic component, which is different from the state-owned large and medium-sized enterprises and from the township enterprises. Compared with the former, they have the characteristics of mechanism flexibility; in contrast to the latter, they are located in large and medium-sized cities and are more convenient in acquiring information, technologies and talents. Therefore, the industrial and commercial enterprises in the district can not be seen as merely “picking up and getting rid of vacancies,” or having the appendages of a certain economic component and department. Instead, they should support and help them to let them ride into the market competition So that they will develop into new growth points in the urban economy.
