《中共中央、国务院关于加快水利改革发展的决定》(中发[2011]1号,以下简称《决定》),从党和国家事业全局的高度全面部署了水利改革发展,这既是广大基层干部群众和社会各界的热切期盼,也为推动水利跨越式发展提供了难得的机遇。为贯彻落实中央《决定》精神,结合自治区实际,提出如下实施意见。1准确把握新形势下水利的战略地位(一)水利改革发展面临的形势。
