《中华人民共和国安全生产法》第二十三条规定“生产经营单位的特种作业人员必须按照国家有关规定经专门的安全作业培训,取得特种作业操作资格证书,方可上岗作业”。中国石油天然气集团公司的六条禁令的第一条就是“严禁特种作业无有效操作证人员上岗操作”。可见无论是国家还是企业,都认识到了特种设备无证操作的严重危害。在特种设备安全操作方面,国家对设备加装起重量限制器、超速限制器等,但对操作人员方面除要求持证上岗外一直没有一种有效的控制方法。通过实施特种作业人员认证,可控制无证人员操作设备,有效保证特种设备使用安全。本项工作也是贯彻中国石油天然气集团公司六条
