实施素质教育是一项庞大而艰巨的系统工程,国家已经把基础教育由“应试教育”转向全面实施素质教育,并以法律的形式确定下来,使中小学素质教育步入了依法实施的阶段。就广大教育工作者而言,不再是理论上的争鸣,而是如何实践的问题。当前,需要做的工作很多,但最为关键的则是明确主攻方向、抓住关键问题、切实抓出成效。一、重视教育观念的转变转变教育观念是实施素质教育的重要前提,思想观念上差之毫厘,行为效果上就会谬之千里。回顾过去,由于应试教育弊端的存在,不能全面理解教育方针和培养目标,工作中有许多历史的教训。济南市教委看到了转变教育思想的重要性,早在1989年就开展了端正办学方向的大讨论,1991年又组织了素质教育理论的大学习,在教育界内部初步澄清了一些模糊认识,使广大教师和教育工作者明确了方向,增强了实施素质教育的责任感,为近几年素质教育的实施奠定了良好的思想基础。然而,教育
