当前,要使农村基层党组织既得到多数党员的认可,又得到多数群众的认可,在农村干部选用中推行“两推一选”,是一项成功的做法。我市在2000年进行的农村党组织换届选举中,有1458个村实行了“两推一选”。经过换届选举,我市共调整农村党组织领导班子成员5905名,其中党支部书记1639名,班子成员的平均年龄较换届前下降了1.4岁,中专以上文化程度的提高了13.6%。绝大多数村选出了党员群众满意、上级党委放心的领导班子,90%以上的村两委关系得以理顺,干群矛盾得以缓解,呈现出良好的发展势头。要有效地做好这项工作,我们体会,应注意三点: 一要加强宣传引导,切实解决基层党委、党员和群众三个层面的思想认识问题。引导基层党委克服怕麻烦、怕惹乱等思想倾向,积极主动地抓好工
At present, it is a successful approach to make the rural grassroots party organizations not only recognized by the majority party members, but also endorsed by the majority of the people and implemented “two push and one election” in the selection of rural cadres. In the general election of rural party organizations in 2000, 1458 villages implemented the “two-push and one-election”. After general election, the city adjusted a total of 5,905 members of the leading bodies of rural party organizations, including 1639 party branch secretaries. The average age of team members dropped by 1.4 years compared with that before the election and the level of education above the level of technical secondary school increased by 13.6%. Overwhelming majority of villages have elected the leading cadres who are satisfied with the party members and the party committee at the next higher level. More than 90% of the village committee and the two commissions are straightened out and the contradictions between cadres and the masses are eased, showing a good momentum of development. To effectively do this work, we realize that we should pay attention to three points: First, we must step up publicity and guidance and earnestly solve the ideological understanding at the three levels of grassroots party committees, party members and the masses. Guide the grass-roots party committees to overcome the fear of trouble, fear of disturbances and other ideological tendencies, and actively grasp the good work
