党的执政能力 ,是执政党在领导、管理国家和社会事务中所具有的本领和能力 ,是执政党理论水平、领导水平和自身建设水平的综合体现。新中国成立以来 ,我们党在领导社会主义革命、建设和改革开放的伟大实践中 ,随着党建的不断加强 ,执政能力也不断提高。但是 ,跨入新世纪后 ,国际国内的政治经济形势以及我党自身状况都发生了显著变化 ,对党的执政能力提出了更高的要求。在这种新的历史条件下 ,党中央作出关于加强党的执政能力建设的决议 ,对于全面推进党的建设新的伟大工程 ,对于全面建设小康社会 ,开创中国特色社会主义事业新局面 ,具有重大而深远的意义。为此 ,我刊约请了相关专家学者就这一问题进行了初步的讨论 ,以推动党的十六届四中全会精神的学习、宣传和研究 The ruling ability of the party is the ability and capability the ruling party has in leading and administering state and social affairs and is the embodiment of the ruling party’s theoretical level, leadership level and self-building level.
