我是一九八七年担任市政府秘书长工作的.四年来的工作实践使我体会到,政府秘书长的工作,是“忙家”、“杂家”,又是“大管家”,每天都处在工作热线上,紧张而繁忙.特别是在以经济建设为中心,改革开放的新形势下,政府秘书长如何统筹全局,把握规律,搞好服务,抓好机关建设,保证政府整架机器协调高效运转,确实是值得秘书长不断研究探讨的课题.一、明确职责,摆正位置,增进工作的主动性明确职责是有效履行职责的前提.政府秘书长是市政府领导班子成员,是秘书部门的最高负责人,既参与决策,有时又亲自主持决策的实施;既要带头做到“务实、廉洁、高效,全心全意为人民服务”,又肩负着抓好整个机关建设的重任.具体来说,政府秘书长的职责和任务,就是参与政务,
