为进一步了解和借鉴国外政府国有企业的体制改革包括政府与企业的关系,企业资本运营及国有控股公司运营的先进经验,更好地推动我国企业制度改革和现代企业制度的建立,中国国有资产管理学会组织部分国有大型企业及国资管理部门的理事(负责人)共16人,于2000年6月25日至7月15日赴澳大利亚进行了为期21天的培训考察。考察期间,代表团主要通过专家授课、座谈、交流与实地考察相结合的形式,广泛地了解了澳大利亚政治、经济、文化的基本结构和背景,实地考察了位于墨尔本的摩根利丰银行、位于悉尼的澳大利亚最大的投资银行——默爵里投资银行、证券交易中心及澳大利亚注册会计师协会。现将培训考察的基本情况(企业资本运营和国有控股公司资本运营)简要报告如下:
In order to further understand and learn from the advanced experience of the system reform of state-owned enterprises of foreign governments, including the relationship between the government and enterprises, the capital operation of the enterprises and the operation of the state-owned holding companies, the reform of the enterprise system in our country and the establishment of the modern enterprise system are better promoted. The Institute organized a total of 16 directors (chiefs) of large state-owned enterprises and state-owned assets management departments and conducted a 21-day training and study tour in Australia from June 25 to July 15, 2000. During the inspection, the delegation mainly learned about the political, economic and cultural basic structure and background of Australia mainly through expert lectures, seminars, exchanges and field trips. The delegation visited Morgan Stanley Bank in Melbourne, Australia's largest investment bank - Mercer Investment Bank, Stock Exchange and the Australian Institute of Certified Public Accountants.
