近日,科技部、教育部、中国科学院等单位联合发出了《关于改进科学技术评价工作的决定》,提出要改进现行科研成果评价方式。科技部有关负责人指出,要正确看待论文在科学技术评价中的作用,反对单纯以论文发表数量评价个人学术水平和贡献,提倡论文内在价值的判断,强调论文的被引用频次,并根据不同学科领域区别对待,避免绝对化。(见6月30日《组织人事报》)应当承认,论文作为一种综合反映作者学术情况
