我国成人高等教育事业的发展,从粉碎四人帮以来,大致经历了三个发展阶段:(1)从粉碎四人帮开始到十一届三中全会之前,是恢复、整顿阶段;(2)从党的十一届三中全会以来,各类成人高校象雨后春笋涌现,是繁荣必盛阶段;(3)从1987年6月国务院批转《国家教育委员会关于改革和发展成人教育决定》(以下简称《决定》)以后,成人教育进入改革与发展阶段。最近有人说,
