十六大报告在论及文化建设时,特别强调要“切实加强思想道德建设”,要将“依法治国和以德治国”结合起来, “要建立与社会主义市场经济相适应、与社会主义法律规范相协调、与中华民族传统美德相承接的社会主义思想道德体系”,要“引导人们树立中国特色社会主义共同理想,树立正确的世界观、人生观和价值观”。这是一个非常重要的问题,我们一定要予以充分的重视,并在改革与发展的实践中认真落实。通过思想道德建设,积极弘扬和培育民族精神,激发广大人民群众的改革热情和创新精神,使全体人民始终保持昂扬向上的精神状态。
