贵州经济社会的发展已处于一个历史性的拐点上,全省正处于由稳定解决温饱向总体小康迈进的阶段,正处于实施西部大开发战略由五年打好基础向十年重点突破迈进的阶段,经济发展总体呈现出持续平衡快速趁势。“十一五”期间是贵州全面建设小康社会的关键时期,也是实现经济社会发展的历史性跨越的重要时期。在这样一个时期,贵州要加快发展步伐,实现发展目标,笔者认为要从战略上突出三个提升,即:提升经济发展水平,着力转变经济增长方式:提升城乡发展水平,着力推进城乡统筹协调发展;提升社会发展水平,着力构建社会主义和谐社会。
Guizhou’s economic and social development is at a historic turning point. The province is in a phase of stable solution to the current affair of well-to-do society and is at a stage of implementing the strategy of developing the western region from a five-year strategic plan to a major breakthrough in the past decade As a whole, the overall economic development showed a rapid balance with the trend. The “Eleventh Five-year Plan” period is a crucial period for Guizhou to build a well-off society in an all-round way and an important period for its historical leaps in economic and social development. In such a period, Guizhou needs to speed up the pace of development and realize its development goals. The author thinks it is necessary to highlight three improvements strategically: to enhance the level of economic development and to strive to change the mode of economic growth: to enhance the urban and rural development level and to promote the coordinated development of urban and rural areas ; Enhance the level of social development, and strive to build a socialist harmonious society.
