村民自治作为我国民主政治建设的突破口,在十几年的发展过程中,为我国民主政治建设,特别是农村基层民主建设,带来了生机与活力。继续推进村民自治,必须处理好村民自治与党的领导、与国家行政管理、与国家法律的关系,有赖于发展和完善经济、文化等诸条件,还要澄清对“重民”与“民主”的糊涂认识。当前应该推动基层民主向高层民主迈进,促使我国民主政治建设的整体发展。
