甘孜藏族自治州甘孜县夺多乡纳多村,村党支部和村民委员会一班人,十分重视全村的综合治理工作,立足村情,找准突破口,抓在关键上,收到了良好的效果。全村自1996年以来,未发生过任何刑事案件和治安案件,无一人违法违纪。最近,该村荣获“甘孜州1998年度综合治理模范单位”的光荣称号。纳多村地处边远,离县城60余公里,村民的文化素质较低,经济发展缓慢。加之村民的法制观念淡薄,过去常发生偷牛盗马、打架斗殴的事,影响整个村的稳定和发展。于是,村支部和村委会便采取有力措施加强综合治理。一是充
