我国有许多区域 ,从宏观来看 ,有西部大开发区、经济特区、三峡库区 ;从各地方来看 ,有经济技术开发区、高新产业开发区、科技园区等。本文认为区域可以设定为一个项目。区域项目的主体——区域管理职能组织必须拥有和控制一定的资产 ,并进行区域资产的营运。本文首先分析了区域资产的构成 ,探讨了区域资产的特征 ,最后对区域资产营运的操作提出了建议
There are many regions in our country. From a macro point of view, there are the Western Development Zone, the special economic zones and the Three Gorges reservoir area. From all the places, there are Economic and Technological Development Zones, High-tech Industrial Development Zones and Science and Technology Parks. This article considers the area can be set as a project. The main body of the regional project - the regional management function organization must own and control certain assets and carry on the operation of the regional assets. This paper first analyzes the composition of regional assets, discusses the characteristics of regional assets, and finally puts forward suggestions on the operation of regional assets
