针对国营林场承担工程造林特点，着重对具体施工中的机构设置、人员配备和动机激励、贯彻原则、运作关键等施工管理措施进行了论述；总结出克服影响作业工序进展的对策。提出国营林场是承担工程造林的生力军；有科技人员参与施工管理的联合工程造林是速丰林基地建设成效的重要保证。
In view of the characteristics of afforestation undertaken by state-owned forest farms, this paper mainly discusses construction management measures such as institutional setting, staffing and motivation, implementation of principles and operation key in concrete construction, and sums up the countermeasures to overcome the impact of the progress of operations. It is proposed that state-owned forest farms should be the new force of afforestation. Joint afforestation with science and technology personnel involved in construction management is an important guarantee for the construction of Su Feng forest base.
