新疆棉花目标价格改革试点取得明显成效,探索出一条农产品价格由市场供求形成、价格与政府补贴脱钩的新路子,为农业供给侧结构性改革提供了实践经验。从国家发展改革委获悉,为贯彻落实2017年中央一号文件精神,经国务院批准,国家发改委、财政部联合印发《关于深化棉花目标价格改革的通知》,自2017年起在新疆深化棉花目标价格改革。棉花目标价格由试点期间的一年一定改为三年一定,2017-2019年新疆棉花目标价格为每吨18600元。
Xinjiang cotton target price reform pilot made remarkable achievements, to explore a new way of agricultural product prices formed by the market supply and demand, decoupling of prices and government subsidies, provided practical experience for the structural reform of the agricultural supply side. It is learned from the National Development and Reform Commission that in order to implement the spirit of documentary document No.1 of the Central Government in 2017, with the approval of the State Council, the NDRC and the Ministry of Finance jointly promulgated the Notice on Deepening the Targeted Price Reform for Cotton, and set a target of deepening cotton price in Xinjiang reform. The target price of cotton must be changed from one year to three years during the pilot period. The target price of Xinjiang cotton from 2017 to 2019 is 18,600 yuan per ton.
