现代科学技术的发展极大地促进了人才智力开发和科技队伍的建设,并对人才智力开发和科技队伍的建设提出了更高的要求。建立与完善职称制度则是开发人才智力资源、建设我国宏大的知识分子队伍,发展我国科学技术的一项重大措施。实施职称制度不仅有利于发掘人才和促进人才的成长,也有利于调动科技人员的积极性。克服“干与不干一个样,干多干少一个样,干好干坏一个样”、“吃大锅饭”的弊端。从一九七九年以来,我国全面开展了技术业务职称的评定和授予工作。到目前为止已设立了约二十种技术业务职称,据1982年对科学技术人员的不完全统计,授予各类各级职称约六百多万人。从数量上、水平上系统地清理了我国科技队伍的现状,
