【Background materials】 Since the autumn of 2005, high-pathogenic bird flu has been reported in parts of China. On October 20, 2005, to prevent the spread of the bird flu epidemic, the State Council held a meeting on bird flu prevention and control and proposed five measures to prevent and control bird flu. The Ministry of Health, the Ministry of Agriculture, and the General Administration of Quality Supervision, Inspection and Quarantine have established cooperation mechanisms and formed a national prevention and control system.
