新一代移动通信,被称为超三代,或称为第四代移动通信。移动通信技术的竞争愈来愈归结于核心技术以及相关知识产权的竞争。若无法在新一代移动通信技术产生的初期加入竞争行列,就无法在未来的竞争中取得战略性的主动地位并获得未来产业发展所必须的核心技术知识产权。
