太湖县从2012年始实行财政补贴农业灌溉水费制度。本文从水价成本分析、财政补贴下的阶梯式水价制度的建立和实施保障措施等方面论述了改革的主要做法,总结了取得的成效,分析了存在的问题,对完善改革机制提出了建议。
Taihu County from the beginning of 2012 to implement the financial subsidies to agricultural irrigation water system. This article discusses the main practices of the reform from the aspects of water price cost analysis, the establishment of the water pricing system under the financial subsidies and the implementation of safeguards measures. It summarizes the achievements made, analyzes the existing problems and puts forward suggestions on how to perfect the reform mechanism.
