为执行中美技术合作协议,水电部于一九八三年十月中旬,派出以魏廷琤(现任长江流域规划办公室主任)、赵传绍(水电部外事司司长)为负责人的十人代表团,赴美进行为期五周的技术会谈。其中二周为考察活动,其余时间系就有关水电工程主要技术问题,与以垦务局的技术专家为主,并邀请了陆军工程师团的工程师,以及一些私人公司的代表进行了较详尽的讨论。我们认为美国在水电工程规划、设计、施工、机电等方面确有不少的先进技术和实际经验,值得学习和参考。
In order to implement the agreement on technical cooperation between China and the United States, the Ministry of Water and Electricity dispatched a 10-member delegation led by Wei Tingtao (now director of the Yangtze River Basin Planning Office) and Zhao Chuan Shao (director of the Foreign Affairs Division of the Ministry of Water Resources) in mid-October 1983, To the United States for a five-week technical talks.
