欧盟东扩是对欧洲政治与经济具有深远影响的重要事件,同时引发了欧盟的大、小成员国以及新、老成员国间的重重矛盾,并给欧盟的运作效率带来巨大挑战。基于此,《欧盟宪法条约》对欧盟的运作设计了一系列新的制度,包括改革欧盟理事会的主席制度和表决制度、改革欧盟委员会的组成、决定设立欧盟外长,等等。然而,《欧盟宪法条约》在交付成员国批准的过程中却遭遇了诸多困难,被迫搁浅,前途未卜。要打破目前的僵局,需要欧盟各成员国体现出更大的诚意,并采取更为灵活务实的方法。无论如何,为扩大后的欧盟制定新的运作规则,这一历史诉求不可阻却。
The enlargement of the EU is an important event that has a far-reaching impact on the politics and economy of Europe. At the same time, it has triggered serious conflicts among the large and small member states of the EU, new and old member states, and brought enormous challenges to the EU’s operational efficiency. Based on this, the EU Constitutional Treaty has designed a series of new systems for the operation of the EU, including the reform of the chairmanship and voting system of the EU Council, the reform of the composition of the European Commission, the decision to establish a EU foreign minister, and so on. However, the “EU Constitution Treaty” has encountered difficulties in the process of ratification of member countries and has been forced to run aground. The future is uncertain. To break the current stalemate requires the member states of the EU to show greater sincerity and take a more flexible and pragmatic approach. In any case, this historical appeal can not be stopped by formulating new operating rules for the enlarged EU.
