2014年,中央财政安排7亿元资金支持推进测土配方施肥,旨在提高粮食作物的肥料利用率,减少过度施用化肥造成的耕地质量下降、土壤板结等问题。中央财政资金将重点支持取土化验、田间试验、数据库建设、科学施肥服务和宣传培训等方面,并用于开展测土配方施肥手机信息服务试点,启动新型经营主体科学施肥示范,探索深入开展农企合作有效机制,着力培育施肥主体,转变施肥方式,优化施肥结构,构建施肥机制。
