干部人事制度改革是政治体制改革的重要组成部分,如何使这项改革进一步深化?笔者认为,党政机关引入竞争机制,是干部人事制度改革的关键和突破口。江泽民同志最近在首都青年纪念五四讲话中明确指出,要“逐步完善有利于人才脱颖而出的政策和制度”。党政机关引入竞争机制,它不仅是落实这一要求的具体措施和创造优秀人才脱颖而出社会环境的有效途径,从长远看也符合建立有中国特色的国家的公务员制度的基本格局。本文试就党政机关引入竞争机制的有关问题做些探讨。
The reform of cadre and personnel system is an important part of the reform of the political system. How to make this reform further deepened? The author believes that the introduction of competition mechanism by party and government organs is the key and breakthrough in the reform of cadre and personnel system. Comrade Jiang Zemin recently made it clear in his speech to the May 4th May Fourth National People’s Congress that “the policies and systems that are favorable to talent’s emergence will be gradually perfected.” The introduction of a competition mechanism by party and government organs is not only an effective measure to implement concrete measures for implementing this requirement but also to create a social environment that enables outstanding talents to stand out. It also conforms to the basic pattern of a civil servant system in a country with Chinese characteristics in the long run. This article tries to discuss some issues related to the introduction of competition mechanism by party and government organs.
