社区福利服务是当前和谐社区建设的重要部分,近年来南京市社区服务的快速发展、理念更新和供给方式转变推动了社区福利服务的发展。同时,社区福利服务的发展也面临着服务能力与社区需求的矛盾、公益性取向与市场化运作的矛盾以及福利服务行政任务化与社会化的矛盾。我们认为社区福利服务是社区服务发展的方向,必须实现五个方面的转变:从“扶危济困”到“增进福祉”的目标转变;从“弱势群体”到“全体居民”的对象转变;从“公共服务”到“社会化服务”的方式转变;从“自上而下”到“自下而上”的机制转变;从“划桨人”到“掌舵人”的政府角色转变。
