1984年前,定陶县457个行政村,瘫痪、半瘫痪的就有211个,接近50％。如黄店乡路楼村瘫痪三年,没有交过一次公粮;没有上交过一次提留;党团员没有过一次组织生活;也没有出过一次河工。成为远近知名的“五没有村”。村级组织的瘫痪、半瘫痪,引起了一系列的连锁反应,不但上级赋于的各项任务完不成,本村建设和群众利益也受到了影响:公路桥梁没人修;水利设施没人管;猪羊啃青没人问。树,随便砍;坑,随便挖;宅基地,随便占,有的竟把房子盖到了大路上。针对村级组织建设中存在这些问题,陶定县委、县政府采取了三条措施:
