公共财政投入文化发展的含义包含两方面:一方面是指以公共财政资金为主导投入公共文化服务体系(即公益性的文化事业);另一方面是指通过公共财政资金引导各类社会资本投入营利性的文化产业。推进和健全公共文化服务体系,是保障人民群众基本文化权益和满足人民群众基本文化需求的主要途径。关于该论题的研究能够有效地解决公共财政资金投入配置问题,有效地配置文化发展投入,是我国当前文化体制改革中的重要攻坚内容。
