本文在深刻分析目前财政专项资金分配管理问题的基础上,归纳总结了某省财政专项资金竞争性分配改革的经验与不足,提出了以绩效为导向,由相机决策向竞争择优为转变,由人分钱向制度分钱为转变,由事后评估向事前评价为转变,由投入控制向结果控制为转变,由过程管理向绩效管理为转变,创新型的专项资金管理模式,这有利于增强财政专项资金分配的科学化和规范化,提高资金分配效率。
