教是汉代地方行政长官常用的一种下行公文,亦是汉代儒家教化作用于地方行政管理的重要表现形式,具有很强的法效力。而且,随着地方长官的政治权威与重刑理念逐渐贯彻到教的运作过程中,其法效力还得到不断强化。此外,教在制颁过程中较少受到朝廷干预,这一方面保障了地方行政运作的有效畅通,增强了地方长官的行政决策力;但另一方面则导致教在实际运作中往往凌驾于朝廷诏书之上,弱化了中央对地方的控制力。
