2020年10月,浙江省桐庐县李某违法占用该县城南街道仁智村120平方米永久基本农田建设附属房屋.同月,城南街道办事处发现该违法行为,下达《责令停止违法行为通知书》.11月,城南街道办事处对该附属房屋进行了拆除.目前,土地已复耕.该案为自然资源部2020年底公开通报的76起农村乱占耕地建房典型案例之一.由此可见,虽然各地和有关部门高度重视耕地保护工作,但农村乱占耕地建房现象仍难以杜绝.据不完全统计,2019—2020年,浙江省法院共审结涉占用耕地建房案件128件.农村乱占耕地建房问题不仅影响耕地数量、质量、生态,还威胁粮食安全,影响国家长治久安.
