台州地区和宁波市沿海共有大小岛屿573个,海岛陆地总面积520多平方公里,总人口32.3万(均不含楚门半岛),分别占全省海岛陆地面积及人口总数的27%和23%,是我省海岛开发的中部区域。近年来,这个区域海岛的社会经济有了较大的发展,但目前亟需进一步开发。为此,必须依据海岛的特殊性,采取一些不同于陆地经济的特殊方针和政策。
