为了增强国企经营者收入的透明度,将合理的隐性收入显性化,武汉市从去年底在四家企业试行“职务消费货币化”制度,即将企业经营者在公务活动中发生的,包括用车、通讯、应酬等费用用货币包干形式直接发放给经营者。以往,在我国大多数国企中,这些费用均以“工作需要”为名,由所在企业全额报销,在数额上几乎没什么限制。职务消费的膨胀,导致国企管理费用高居不下,深为广大职工不满。
