总的来看,泰兴市村级党组织建设稳步发展,取得了较为明显的成效,主要体现在:村级领导班子建设得到加强,两年来调整村级班子近400个,其中调整村支书240多人,“好班子”的比例由原来的58%上升到82%;村干部队伍素质明显提高,工作方法有改进,理论政策水平有提高,领导经济工作能力增强;村干部队伍趋于稳定,村干部报酬有所提高并有所保障,完善了一些激励机制,稳定了队伍,调动了积极性;村级组织建设的基础性工作得到了重视。在调查中,我感到当前村级党组织建设面临着四个方面的困难:——人员外流人才难选,干部队伍后继乏人。后继乏人问题仍然比较突出,尤其是符合条件的村支书人选在一些乡镇奇缺。其原因:一是就
