产业集群是指在某一特定领域内互相联系、在地理位置上相对集中的公司和机构的集合。在发达国家,产业集群已十分普遍和成熟,基于产业集群而形成的集群经济早已成为区域经济的重要板块和亮点,如荷兰的花卉产业群,比利时的养鸡和产蛋产业群、法国的面包产业群、丹麦的养猪产业群、日本的办公设备产业群等,在美国,很多州纷纷摒弃原来单一以企业为主的产业政策,开始设计和执行集群型经济发展战略。我国的集群经济是在改革开放后出现的新鲜事物,目前,产业集群在浙江、广东等沿海地区蔚然成风,而且这一趋势正在从广度和深度两方面快速加剧,成为我国区域经济发展的“加速器”。
