南朝鲜是一块天然易受土壤侵蚀的土地.每年七月到八月平均降雨达到了年平均降雨量的三分之二(年平均降雨量为1,156mm),使得表层上极易遭受侵蚀.占全国陆地面积65%的林区侵蚀更为敏感.这是由于50年代初,南朝鲜境内有10%以上的林区,遭受到滥伐的结果.侵蚀有时是惊人的,往往出现滑坡和泥石流.表层土壤的损失,造成了河流的淤积,河床的抬高,进而导致严重的洪水灾害.
