国标 GB/T 19367—2001《公路收费方式》已于2001年5月颁布,并即将开始实施。在该标准的调研、制定过程中编写组不仅借鉴了国外的成功经验,同时对我国十几年来收费系统技术的发展进行了回顾和总结,并特别对当前存在的若干热点问题组织科研、设计、管理等各方面专家进行了认真的讨论。本文在分析我国公路收费政策存在的种种矛盾和收费公路成功条件的基础上提出了建设公路收费系统所应遵循的几项原则,并重点介绍了在制定国标时对几个热点问题的考虑。
National standard GB / T 19367-2001 “highway toll way” was promulgated in May 2001, and is about to begin implementation. At the same time, the preparation group of the standard research and formulation not only draws on the successful experience of other countries, but also reviews and summarizes the development of the charging system technology in our country over the past decade. In particular, it organizes research, design, Management and other experts conducted a serious discussion. Based on the analysis of various contradictions in the highway toll policy in our country and the successful conditions of the toll road, this paper puts forward several principles that should be followed when building a toll system and focuses on the consideration of several hot issues when developing the national standard.
