1991年6月22日,江西省第七届人大常会第22次会议审议通过了《江西省技术市场管理条例》(以下简称《条例》),自1991年10月1日起施行。为切实贯彻实施这部重要的地方科技法规,省人大常委会、省人民政府规定今年10月为《条例》学习宣传月。技术市场是新生的要素市场,是我国社会主义统一市场的重要组成部分。我国开拓技术市场10年的实践证明,它是科技通向经济的重要侨梁,是科技成果转化为生产力的有效途径,是科技体制改革的突破口,是转变科技运行机制的一项重要战略措施。《条例》经过近3年的酝酿,集中了群众和专家的意见,它是科技体制改革的一项
On June 22, 1991, the 22nd Meeting of the Seventh National People's Congress of Jiangxi Province examined and approved Regulations for the Administration of Jiangxi Province's Technical Markets (the “Regulations”), which came into force on October 1, 1991. In order to effectively implement this important local science and technology laws and regulations, the Provincial People's Congress Standing Committee and the Provincial People's Government stipulated in October this year to study and publicize the “Regulations”. The technology market is a nascent factor market and an important part of China's socialist unified market. Our practice of exploiting the technology market for 10 years proves that it is an important cross-border pillar of science and technology leading to the economy, an effective way to translate science and technology achievements into productive forces, a breakthrough in the reform of science and technology system, and an important strategic measure to change the scientific and technological operation mechanism.
