一、总则(一)为进一步加强钢铁行业管理,规范现有钢铁企业生产经营秩序,根据《国务院办公厅关于进一步加大节能减排力度加快钢铁工业结构调整的若干意见》(国办发〔2010〕34号)、《钢铁工业“十二五”发展规划》及相关法律法规,制定本规范条件。(二)本规范条件适用于中华人民共和国境内(港澳台地区除外)的现有钢铁联合、冶炼企业。
I. General Provisions (I) According to the “Opinions of the General Office of the State Council on Further Strengthening the Energy Saving and Emission Reduction and Speeding up the Structural Adjustment of the Iron and Steel Industry” for further strengthening the management of the steel industry and regulating the production and operation of the existing iron and steel enterprises 〕 34), “Steel Industry ” “Twelfth Five ” Development Plan "and the relevant laws and regulations, to develop the conditions of this specification. (B) The conditions of this standard apply to the existing steel joint, smelting enterprises within the territory of the People’s Republic of China (excluding Hong Kong, Maucao, and Taiwan).
