衡阳地区今年本着“赶早提前、不误农事”的精神,紧密结合秋收冬种,积极开展了冬修水利工作。今年的特点是:开工早,行动快,声势大,劲头足,工效高,质量好。从9月下旬开始动工,到10月上旬就形成运动,现已掀起了高潮。全区投入修水利的劳力,现已达到24万多人,比去年同期修水利的劳力多10.7倍,开工的大小工程已达35,713处,比去年同期多2.5倍,其中完成水库塘坝等小型水利工程16,241处,比去年同期完成的工程多2.2倍。特别是重点工程进展较快,计划冬修的13处中
