党的十七大指出,“要健全党委领导、政府负责社会协同、公众参与的社会管理格局,健全继承社会管理体制。最大限度激发社会创造活力,最大限度地增加和谐因素,最大限度地减少不和谐因素。”社区是社会的细胞,社区和谐是社会和谐的基础。社区的和谐,其基本标准是看能否形成一种促进社区和谐的运行机制。社区和谐运行机制一旦形成,就能够自动地搜寻、发现影响社区和谐的因素,并发挥调节、矫治的作用,有效地整合社区各部分力量,使社区结构获得平衡,使社区在良性状态下运行。
