长期以来,工程预算定额一直是我国对建筑产品进行计价的主要依据。但随着我国加入WTO和我国建筑市场的发展,这种做法已不能全面体现企业技术装备水平、管理水平和劳动生产率,不能充分体现在市场经济条件下公平竞争的原则。改革传统的定额计价方式,全面推行工程量清单计价,不仅可以为建筑市场整体创建一个与国际惯例接轨的市场环境,而且有利于提高国内建设各方主体参与国际化竞争能力,有利于提高我国工程建设的管理水平。
For a long time, the project budget quota has always been the main basis for pricing construction products in our country. However, with China’s accession to the WTO and the development of China’s construction market, this approach can not fully reflect the level of enterprise’s technical equipment, management level and labor productivity, and can not fully reflect the principle of fair competition in the market economy. Reforming the traditional quota pricing method and implementing the bill of quantities in an all-round way can not only create a market environment that is in line with international practice for the construction market as a whole, but also help to improve the ability of all parties involved in domestic construction to participate in the international competitiveness and improve our engineering Construction management level.
